Tural Mammadov

Tural Mammadov is the Founder & CEO of INSIGHT ADVISORY. His professional work focuses on the impact of artificial intelligence, digital government, emerging technologies, cybersecurity and international cooperation on national resilience, public governance and the future development models of states.

He approaches cybersecurity not merely as an IT function, but as a strategic instrument for ensuring digital trust, technological sovereignty and national resilience. In this approach, security is directly connected with national interests, economic development, continuity of public services and technological transformation.

Over the years, Tural Mammadov has served as Coordinator of the Azerbaijan Cyber Diplomacy Center; Chief Information Security Officer (CISO) of the State Service for Special Communication and Information Security; Secretary of the Coordination Commission for Information Security of the Republic of Azerbaijan; founder and Director of Azerbaijan Government CERT (CERT.GOV.AZ); Board Member of OIC-CERT — the international organization bringing together CERT organizations from OIC member states; and Editor-in-Chief of the Information Security Journal.

The initiatives he has originated and led span cyber diplomacy, critical infrastructure defence, national digital resilience, public-sector cybersecurity governance, practical cyber-capability development and the strengthening of institutional information-security capacity.
